New Immigrant Investor Host and Support Program

The Ministère de l’Immigration et des Communautés culturelles (MICC) and Investissement Québec (IQ) have recently announced the launch of a new Immigrant Investor Host and Support Program, which is aimed at encouraging selected immigrant investors to settle in Quebec.

As part of the program, Investissement Québec will provide personalized services to immigrant investor clients. Each applicant will receive a customized welcome tailored specifically to his or her needs. IQ can advise applicants on the various topics related to settling in Quebec as well as provide information about the most promising investment sectors, education systems, real estate market and other related topics.

Applicants will be asked to fill in a Registration Form (available in our downloads section), which contains the information required to allow IQ to prepare a personalized, value-added advise to Quebec Immigrant Investor Program clients.

New Quebec IIP application forms and regulations for immigration intermediaries

As of February 2, 2011, the new regulations governing the Immigration Consultants are in effect. The Ministère will only deal with duly authorized immigration intermediaries, namely:

  • members in good standing of the Barreau du Québec;
  • members in good standing of the Chambre des notaires du Québec;
  • individuals who have been granted special authorization issued by one of the two above-mentioned organizations;
  • recognized immigration consultants who are registered with the Registre québécois des consultants en immigration.

The consultant retained must be recognized and registered with the Registre, whether an application is submitted before or after February 2, 2011.

Increase in Quebec Immigration Fees as of Jan. 2011

Ministère de l'Immigration et des Communautés culturelles (MICC) has announced an increase in the fees for Quebec immigration applications. As a result, investor clients applying for the Quebec Immigrant Investor Program will see the cost of application for a Quebec Selection Certificate (certificat de sélection du Québec) increase to CDN $ 3 899, up from $ 3 850. For accompanying family members, the new fees will be CDN $ 152, up from $ 150.

The increase of 1.27% reflects the consumer price index in Quebec for September 30, 2010. It complies with the requirements of Article 83.3 of the Financial Administration Act of the Government of Quebec.

New immigration application prices will come into effect on January 1st, 2011.

As of December 1st, 2010, both the Quebec Immigrant Investor Program and the Canada Immigrant Investor Program are now open. Quebec re-opening New Immigrant Investor Program on December 1st

On November 18th, 2010, Mrs. Kathleen Weil, Minister of the l’Immigration et des Communautés culturelles (MICC), and Mr. Clément Gignac, Minister of the Développement économique, de l'Innovation et de l'Exportation, announced the official reopening of the new Quebec Immigrant Investor Program starting December 1st, 2010.

As required by the Canada-Quebec Accord, Quebec joins the federal government, which had already announced the start of the new Canadian Immigrant Investor Program.

The changes to the Immigrant Investor Programs are intended to enhance their prestige. Read our previous news release for more information on the new Canada Immigrant Investor Program.

Quebec & Canada Immigrant Investor Programs closed until November 30th, 2010

The Quebec Immigrant Investor Program is officially closed until November 30th, when the new financial requirements are expected to come into effect. The temporary suspension of the investor program was confirmed by MICC in the morning on Wednesday, October 13th, 2010. As a result all files received on or after October 13th in Montreal, or, on or after October 14th in Hong Kong will not be accepted. Please note that applications postmarked or sent to the wrong address will not be accepted either and will be returned.

No official confirmation of program reopening date
Although it has been confirmed by MICC that the Quebec Immigrant Investor Program will be closed until November 30th, 2010, there has been no official confirmation by the government on a reopening date for both the Canadian and Quebec Immigrant Investor Programs.
